Project Overview
Liberty Industrial has been engaged by Transport for New South Wales to dispose asbestos contaminated fill material and construct a crib retaining wall adjacent to a constructed hockey field located at St Luke’s Park, Concord, NSW.
Prior to the construction of the hockey field, the site was previously used as a council park and rugby field. Construction of a new hockey field and rugby field began in 2015, with completion in 2017. As part of the construction, the mounds of fill soil were surplus to the construction works.
The nominated remedial strategy involved reshaping the contaminated mound embankment fill, and constructing the retaining wall to stabilise the reshaped embankment, disposal of any excessive fill off-site based on waste classification, installation and validation of the capping layer across the mound and topping the mound’s capping layer with drought resistant shallow rooted local grasses and shrubs.
The first critical challenge the project team faced was minimising disruption to local residents and the surrounding community. The site is located between a number of schools, a day care facility, sporting grounds used for training and sporting matches during the weekdays and weekends and a cycling and walking path for the local residents and the community on a daily basis.
Liberty Industrial’s project delivery team strategically implemented a vehicular and pedestrian management plan that would provide the least interruption to the community and the project for the duration of the works, utilisng a combination of high visibility barrier fencing, appropriate signage and the deployment of a fulltime Traffic Controller to effectively mitigate these issues.
The second critical challenge was the excavation and disposal of the asbestos contaminated soil. A total of 1000t of asbestos contaminated soil was excavated and disposed of offsite. The perception of asbestos dust potentially becoming airborne due to wind would continuously remain a concern to the community throughout the duration of the project.
To mitigate this risk, Liberty Industrial’s project team installed black builder’s plastic on the site boundary fence, conducted daily asbestos air monitoring, implemented dust suppression measures using site water and covered exposed excavated areas at the end of each day with geotextile.
Through Liberty Industrial’s innovative and proactive approach to project delivery, the local residents and surrounding communities of Concord, now have the confidence to enjoy undertaking their leisure activities in a safe environment free from harmful asbestos contaminated waste.
